Rudy was born in Nogales, AZ and raised in Douglas. He served in the US Army and was honorably discharged, was a steel worker with Bethlehem Steel in California for 20 years until the plant closed, then founded and was Executive Director of the Willie C. Velasquez Center non-profit 501(c)(3) for over 20 years that led to the education and naturalization of more than 100,000 legal immigrants in Bell, CA, initiated and carried out the first successful recall in the US of a TOTAL corrupt city council in Bell Gardens, CA, then became a member of the City Council and then Mayor of Bell Gardens, CA for more than 8 years.
Over the years, he has received more than anyone else in congress from the Health Industry. Furthermore, receives a huge amount fromt he Oil Industry because he changed his position about drilling off shore which would further endanger our coast lines when you consider the rapid increase in global warming and it's effect on hurricanes on the coastal areas. Furthermore, he has been very lax in dealing with Environmental issues, was declared the worst in Congress by the League of Conservation Voters in 2008 because he claimed to support the environment, but either voted against or missed all the votes, even missing a major piece of legislation when he was in town.
